Navigating the National Disability Insurance Scheme (NDIS) can feel overwhelming at times, especially when it comes to understanding your funding. The good news is, once you get familiar with the NDIS budget categories, things start to make a lot more sense.

The four main NDIS support budget categories — Core Supports, Capacity Building Supports, Capital Supports and Recurring Supports — each play a unique role in helping you work towards your goals. By understanding what each NDIS support budget is for, you can make more confident decisions, use your plan more effectively, and feel empowered every step of the way. 

Understanding NDIS budget categories

All NDIS funding must be used for supports that are considered NDIS supports and meet the ‘reasonable and necessary’ criteria. This means the support must relate to your disability and meet NDIS funding rules.

Every NDIS plan is made up of four support budgets, each designed to support different aspects of your life and disability support needs. Some of these budgets offer flexibility, while others are more specific in how they can be used. Knowing how these work can help you avoid hiccups and make sure you’re getting the most from your NDIS funding.

Let’s break them down together so you can better manage your plan and feel confident about how your funding is being used.

Core Supports

The Core Supports budget is here to assist with daily activities and essential tasks, helping you live your life with more ease and independence.

What You Can Use It For

Some examples include:

  • Support workers for personal care or help around the home
  • Transport assistance if you’re unable to use public transport
  • Assistance with social or community activities
  • Everyday items like continence products or low-cost assistive tech

Some plans may include funding for short term accommodation (now often referred to as short term respite), which provides temporary support away from your usual home — usually to give informal carers a break or help build independence. This funding must meet a clear disability-related purpose.

Capacity Building Supports

Think of this support budget category as an investment in your future. Capacity Building Supports are all about helping you grow your skills, confidence, and independence so you can reach your goals, big or small.

What You Can Use It For

Capacity Building can include:

  • Therapy services, like speech therapy, physio, or psychology
  • Supports to help you find and keep a job
  • Life skills training such as cooking, budgeting, or catching public transport
  • Support Coordination
  • Behaviour support or relationship-building programs
  • Allied health supports, such as dietitians or exercise physiologists, where these relate to your disability support needs

Unlike Core Supports, this part of your NDIS budget is goal-specific. Funding is allocated to specific supports in your plan (often stated) and can only be used for those agreed supports. You generally can’t move funding between these categories.

A Support Coordinator can be a huge help in making sure these supports align with your goals and are being used in the best way possible.

Capital Supports

This category covers bigger ticket items, things that usually require more planning, quotes, or assessments. Capital Supports include assistive technology, home modifications, or specialist accommodation needs.

What You Can Use It For

This part of your NDIS budget might fund:

  • Mobility equipment or communication devices
  • Home modifications such as ramps or bathroom alterations
  • Vehicle modifications
  • Specialised Disability Accommodation (SDA)

Capital Supports are the most structured of the NDIS budget categories. Funds are fixed and can only be used for what’s been approved in your plan. You’ll often need professional reports and quotes to access this part of your NDIS funding.

If you’re ever unsure whether something is covered, your Plan Manager or Support Coordinator can help you understand your plan and options. Funding decisions are made by the NDIS.

Recurring supports (for PACE plans)

Recurring Supports are a separate type of funding included in some NDIS plans to cover regular, ongoing payments that don’t require you to submit individual claims.

This type of funding is most commonly used for transport assistance, where the NDIS provides a set amount to help you get to work, study, or community activities when you’re unable to use public transport due to your disability.

What You Can Use It For

Recurring Supports may include:

  • Regular transport payments to help cover the cost of getting to and from work, study, appointments or community activities
  • Support that is paid to you directly (usually fortnightly) rather than being invoiced through a provider

Unlike other NDIS budgets, this funding is usually provided as a set payment amount, rather than something you claim against for individual purchases.

How It Works

Recurring Supports are different from other budget categories in a few key ways:

  • Paid directly to you: The NDIS deposits this funding into your bank account on a regular basis
  • Use for its intended purpose: You’re expected to use it for the support it was allocated for (most commonly transport).

Because this funding isn’t managed in the same way as other categories, it’s important to keep track of how it’s being used and make sure it aligns with your plan and needs.

What Can and Can’t Be Moved Between Categories?

  • Core Supports: Generally the most flexible part of your plan. In many cases, you can use funding across different Core support categories — unless a support is stated or restricted in your plan. Core funding also cannot be used across other budget types like Capacity Building or Capital Supports.
  • Capacity Building Supports: Less flexible. Each area is separately funded and can’t usually be reallocated.
  • Capital Supports: Fixed. You can only use this funding for the specific items or changes listed in your plan.
  • Recurring Supports: Fixed. Funding is set, and can’t be moved to other categories like Core Supports or Capacity Building
